To address increasing political tensions and disputes over resource allocation, the Council of Ninefold Lights was convened. This grand council brought together the most influential leaders from dragon dynasties and kobold city-states, as well as representatives of the Harmonium Guilds and Celestial Forges. The council established the Charter of Shared Dominion, a framework that emphasized shared governance and resource distribution, minimizing conflict and fostering peace across the realm.
