In an effort to prevent further fragmentation, a significant pact known as the Glimmerpeak Accord was signed by dragons of the Golden Accord's remnants and certain members of the Chromatic Conclave. This treaty established neutral zones around the Luminal Veins and shared access to arcane resources. The accord also recognized the Obsidian Council as a diplomatic partner, formally acknowledging kobold independence and granting them seats in negotiations involving elemental resources and trade.
