The First Council of Skyrend

Second Age (10120)

Following the Dawn of the Great Unification, the first official Council of Skyrend was convened. Leaders from major dragon dynasties and the most influential kobold kingdoms gathered to formalize a shared legislative and judicial system. This council established protocols for joint rule, resource management, and arcane ethics. It was seen as the official shift from the Second Age's hierarchical society to the shared governance that would define the Third Age.
