The Council of Scaled Unity

Second Age (1995)

The millennium concluded with the convening of the Council of Scaled Unity, a grand meeting of dragons and select kobold leaders in Draconhold. The council was called in response to the growing unrest and ambition seen in both dragons and kobolds, aiming to reestablish order and cooperation. The council set new laws concerning the treatment of kobolds and the distribution of resources, ensuring kobold loyalty and establishing roles for them that went beyond mere servitude, such as diplomats and guardians of specific relics.
