This significant treaty was signed at Skyrend Citadel to formalize the joint governance and regulation of cosmic and elemental magics. Dragons and kobolds established cooperative research sanctuaries known as Celestial Forges, where scholars from both races could work together to harness and refine cosmic energies safely.
